Abstract
PT Kereta Api Indonesia (Persero) is a state-owned company operating in
the railway transportation sector, with employees distributed across various regions
of Indonesia. This study provides a detailed explanation of the employee transfer
process carried out at the Head Office of PT Kereta Api Indonesia (Persero). In an
organization of this scale, employee transfers constitute an important part of human
resource management, influencing the effectiveness of employee placement, the
improvement of work capabilities, and the company’s overall performance.
This study aims to examine in depth the employee transfer strategy
implemented by the Head Office of PT Kereta Api Indonesia (Persero). It also
explores the steps involved in designing the strategy, formulating relevant policies,
executing the transfer process, conducting periodic evaluations, and determining
actions taken by the company to ensure that the employee transfer process runs
smoothly and in accordance with the organizational needs.
The research employed a descriptive qualitative method. Data were
obtained through in-depth interviews and documentation. The study involved seven
informants, consisting of two employees from the Employee Transfer Unit, who
possessed knowledge of policy procedures, and five employees who had directly
experienced position transfers. The data analysis techniques included data
reduction, data presentation, and conclusion drawing.
The findings indicate that the employee transfer system at PT Kereta Api
Indonesia (Persero) is designed in accordance with the company's operational
needs, employee competencies, and considerations regarding career advancement.
The implementation involves a structured administrative process, interdepartmental coordination, and periodic reviews. Evaluations are conducted to
assess whether the new positions align with employees' abilities and to identify
obstacles that arise during the transfer process. Subsequent improvements and
policy adjustments are made to enhance the effectiveness of the employee transfer
system in the future.
Overall, the study concludes that PT Kereta Api Indonesia (Persero) has
established a well-designed employee transfer strategy, supported by clear
procedures. However, improvements are still needed in communication, clarity of
information, and policy alignment to ensure that the transfer process yields
maximum benefits for both the company and the employees involved.
