Komunikasi Krisis Pemerintahan (Studi Deskriptif Kualitatif pada Biro Hubungan Masyarakat Sekretariat Daerah Provinsi Riau Pasca Kasus Suap Annas Maamun Tahun 2014)
Abstract
Annas Maamun was previously chosen to become the Governor of Riau Province during the period of 2014-2019. Annas Maamun ran his duties and several functions attached to it count on February 19th 2014. Nevertheless on September 25th 2014 Annas Maamun was arrested by Indonesian Corruption Eradication Commission (KPK) due to for accepting bribes as a propose to accept revision of forest conversion in Kuantan Singingi, Riau for Rp. 2 billions worth. Hence Annas Maamun was accused to criminal penalties for 6 years in prison. That fact converted the Government of Riau Province into crisis.
This final research as a bachelor thesis written and developed aims to provide
open clarification as an explanation which took informants of the Government of Riau Province through Public Relations Bureau of the Regional Secretariat of Riau Province as well as to describe an enabling and inhibiting factors which are identified on the implementation of crisis communication. The method is used in this research is qualitative descriptive which can explain and describe completely.
The results clarified if there are several ways in handling the government crisis communications. Among them; establishment of crisis communications manager, affiliation with the mass media, collecting the facts, held a press conference, implementing communications reputation through positive publications in the official website of the bureau, setting the Bureau Chief government as a Spokesman, and providing a variety of communication channels. Furthermore, several enabling and inhibiting factors were identified as well. Enabling factors are using one gate communication system, providing face to face channel such a special room reporters, the strategy of delivered messages which is the rebuilding of showing up for caring action, and mass media channel maximally provided. Whilst, for the inhibiting factors are the crisis plan has not fixed rule, the public relations’ position at the early stage of crisis was isolating itself, crisis respond was not immediately, unstructured crisis communication team, the communication online channel was not optimally used and the presence of external spokesman.
