    Abstract
    Issue on State Officers that have some behaviours contradicting with the work norms or ethics in office as a result of the low level of loyalty comes to be the starting point of this research. In consideration to a number of theories and empirical phenomena, a model explaining the effects of workload and work environment on the loyalty and work satisfaction as the intervening variable was made. To answer the problems concerned in this research, the path analysis was used as an extension of the linear regression analysis. The results of this research showed a number of conclusions that: 1. Workload directly has a significant effect with a negative direction on work satisfaction. 2. Work environment directly has a significant effect with a positive direction on loyalty 3. Directly the work satisfaction has a significant effect with a positive direction on loyalty 4. Directly the workload does not give any effect on loyalty 5. Directly. The work environment does not give any effect on loyalty 6. Workload has an effect on loyalty if it is through work satisfaction (indirect effect) 7. Work environment has an effect on loyalty if it is through work satisfaction (indirect effect) The workload, rather than work environment, through the work satisfaction has a dominant effect on loyalty.
