    Formulasi Penanganan Terpadu Kejahatan ”Klitih” di Daerah Istimewa Yogyakarta: Analisis dan Evaluasi Model Penanganan

    Abstract
    Penelitian ini terfokus pada kejahatan jalanan klitih di Daerah Istimewa Yogyakarta sebagai fenomena sosial yang lahir dari subkultur menyimpang di kalangan remaja. Klitih dipahami sebagai ekspresi destruktif dari krisis identitas dan disintegrasi sosial, dengan latar belakang faktor psikologis, dan sosial-budaya. Adanya perilaku menyimpang melalui interaksi subkultur geng, lemahnya kontrol sosial, serta peniruan perilaku agresif menjadi temuan dalam penelitian ini sehingga perlu dilakukan evaluasi dan merumuskan model penanganan terpadu berbasis kolaborasi multisektoral yang melibatkan pilar preventif, kuratif, dan rehabilitatif. Model ini menekankan pencegahan melalui pendidikan karakter dan penguatan kontrol sosial; penegakan hukum dengan prinsip perlindungan anak; serta rehabilitasi psikososial dan reintegrasi pelaku ke masyarakat. Dasar pemikiran tersebut melahirkan problematika sebagai berikut: Pertama, bagaimana realitas dan penyebab kausa kejahatan jalanan klitih di Daerah Istimewa Yogyakarta, kedua, bagaimana penanganan kejahatan jalan klitih di Daerah Istimewa Yogyakarta, ketiga, formulasi penanganan terpadu kejahatan jalanan klitih di Daerah Istimewa Yogyakarta. Penelitian ini bersifat Sosio legal, dengan menggunakan pendekatan pendekatan case approach), pendekatan komparatif (comparative approach), pendekatan antropologi (anthropological approach) dan Teori yang digunakan dalam Penelitian ini; Deffential Association Theory, Anomie Theory, dan Behavioral Theory of Crime. Kesimpulan dalam penelitian ini adalah pertama, timbulnya kejahatan jalanan klitih tidak terlepas dari disintegrasi sosial dengan sub kebudayaan delinkuen. Pada dasarnya subkebudayaan yang berbeda adalah perilaku delinkuen, yang memberlakukan sistem tata nilai masyarakat yang luas, kedua, Penanganan kejahatan jalanan “klitih” di Yogyakarta memerlukan pendekatan komprehensif yang mencakup aspek preventif, kuratif, dan rehabilitatif, dengan fokus pada faktor psikologis pelaku. Kejahatan ini tergolong kenakalan remaja yang dipicu faktor internal dan eksternal, serta melibatkan konflik kelompok dan masyarakat, ketiga, Formulasi penanganan kejahatan jalanan klitih di Daerah Istimewa Yogyakarta dengan Kolaborasi multisektoral dapat menjadi kunci dalam penanganan klitih yang efektif, implementasi dari ketahanan sosial serta perancangan peraturan perundangan terkait secara bersama dalam menyusun rencana aksi bersama yang jelas dan terukur. Kata Kunci: Formulasi, Evaluasi, Penanganan Terpadu, Kejahatan jalanan Klitih This research focuses on the phenomenon of klitih street crime in the Special Region of Yogyakarta as a social issue stemming from a deviant subculture among adolescents. Klitih is understood as a destructive expression of identity crisis and social disintegration, influenced by psychological and socio-cultural factors. Deviant behavior arising from subcultural gang interactions, weak social control, and imitation of aggressive behavior are key findings in this study. Therefore, it is necessary to evaluate and formulate an integrated response model based on multisectoral collaboration involving preventive, curative, and rehabilitative pillars. This model emphasizes prevention through character education and the strengthening of social control; law enforcement with the principle of child protection; as well as psychosocial rehabilitation and the reintegration of offenders into society.This rationale gives rise to the following research problems:First, what are the realities and causal factors behind klitih street crime in the Special Region of Yogyakarta? Second, how is klitih street crime currently being addressed in the region? Third, how can an integrated handling model be formulated to address klitih street crime in the Special Region of Yogyakarta?This study adopts a socio- legal research method, utilizing case approach, comparative approach, and anthropological approach. The theories employed in this research include Differential Association Theory, Anomie Theory, and the Behavioral Theory of Crime. The conclusions of this study are as follows: First, the emergence of klitih street crime is inseparable from social disintegration and the existence of a delinquent subculture. Fundamentally, this subculture reflects delinquent behavior that operates under a value system deviating from the broader societal norms. Second, addressing klitih in Yogyakarta requires a comprehensive approach encompassing preventive, curative, and rehabilitative aspects, with particular attention to the psychological condition of the offender. This crime falls within the scope of juvenile delinquency, driven by internal and external factors, and involves group and community-level conflicts. Third, the formulation of an integrated response to klitih street crime through multisectoral collaboration is key to effective handling. This includes the implementation of social resilience strategies and the joint development of a clear and measurable action plan, along with the drafting of relevant legal regulations Keywords: Formulation, evaluate, Integrated Handling, Street Crime “Klitih
