    Abstract
    Propaganda is a form of communication used by a group to be able to have an active or passive role in the community. The development of technology and information has made social media increasingly popular for use by the public in voicing their opinions about the world of politics. Politicians and political parties have also used social media to channel their opinions and interests. This study aims to determine political propaganda through the hashtag (#2019GantiPresiden) on social media against the political preferences of Instagram users in electing the president. This study used qualitative research methods. The results show that the use of social media as a political preference in deliberative democracy in Indonesia shows a contribution in the form of the availability of virtual public spaces that are universal, open and freely accessible to anyone. The Instagram application is transformed into a place used by the people to carry out deliberative democracy. The hashtag #2019gantipresiden in terms of form is a kind of gray propaganda. This means that this propaganda intensified by a group has origins that are not clear.
