| dc.description.abstract | Website resmi desa dengan domain ‘desa.id’ merupakan program KemKominfo dalam rangka pengembangan potensi desa melalui pemanfaatan Teknologi Informasi dan Komunikasi (TIK). Website Desa adalah sebuah situs internet resmi pemerintah yang memuat informasi perkembangan desa dari mulai pembangunan, sosial kemasyarakatan, dan potensi desa itu sendiri. Dengan adanya Website Desa ini, masyarakat desa lain dapat mengetahui informasi dan perkembangan dari desa lain. Selain itu, program website desa juga berfungsi untuk menjadikan pemerintahan desa lebih transparan dan akuntable.
Penelitian ini akan dilakukan di Desa Ciburial, Kecamatan Cimenyan, Kabupaten Bandung, Jawa Barat. Tujuan dari penelitian ini adalah untuk mengetahui serta menjelaskan peran/keturutsertaan masyarakat Desa Ciburial dalam Mendukung Program Website desa.id, dan untuk mengetahui peran Pemerintah Desa Ciburial (pengelola website desa) dalam meningkatkan partisipasi masyarakatnya dalam mendukung Program Website Desa.id. Adapun teori yang digunakan dalam penelitian ini adalah teori komunikasi partisipatif yang digunakan untuk menganalisis tingkat partisipasi masyarakat, teori media baru, dan teori smart village. Penelitian ini menggunakan metode kualitatif, dengan teknik pengambilan data melalui wawancara, observasi, dan dokumentasi.
Dari hasil temuan penelitian, dapat disimpulkan bahwa mayoritas masyarakat ciburial belum banyak terlibat dalam pengelolaan website, hanya orang-orang tertentu yang ada di pemerintahan saja yang turut membantu mengelola website. Selain itu, pembuatan konten-konten untuk website desa belum mendapat banyak sumbangan tulisan dari masyarakat. Begitupun dalam memberikan kritik/saran masih minim dilakukan. Hingga saat ini, Pemerintah Desa Ciburial baru melakukan sosialisasi tentang keberadaan website. Pemerintah Desa belum membuat atau melakukan program khusus untuk meningkatkan patisipasi masyarakat. Meskipun demikian, pemerintah desa memberikan dukungan berupa anggaran APBDes untuk menunjukan keseriusan pemerintah dalam mengimplementasikan program website desa. Dalam praktiknya, pengimplementasian website desa di Desa Ciburial masih belum maksimal. Hal ini dikarenakan minimnya SDM yang kompeten dalam bidang IT untuk pengelolaan website desa dan kelemahan pemerintah desa dalam membuat bentuk kelembagaan resmi untuk pengelola Sistem Informasi Desa serta prosedur pengelolaannya.
The village official website with the domain 'desa.id' is a KemKominfo program in order to develop the potential of the village through the utilization of Information and Communication Technology (ICT). The Village Website is an official government internet site that contains information on the development of the village from the start of development, social community, and the potential of the village itself. With this Village Website, other villagers can find out information and developments from other villages. This research will be conducted in Ciburial Village, Cimenyan District, Bandung Regency, West Java. The purpose of this research is to know and explain the role / participation of Ciburial Village community in Supporting the Website Program Desa.id, and to know the role of Village Government of Ciburial (village website manager) in increasing the participation of the community in support of Desa.id Website Program. The theory used in this research is participative communication theory used to analyze the level of community participation, new media theory, and theory of smart village. This research uses qualitative method, with data retrieval technique through interview, observation, and documentation.
From the research findings, it can be concluded that the majority of ciburial society has not been much involved in website management, only certain people in government alone who helped to manage the website. In addition, the creation of content for village websites has not received much public contributions. Likewise in providing criticism / advice is still minimal. Until now, the new Ciburial Village Government has socialized the existence of the website. The village government has not yet established or undertaken a special program to improve community participation. Nevertheless, the village government provided support in the form of APBDes budget to show the seriousness of the government in implementing the village website program. In practice, the implementation of village website in Ciburial Village is still not maximized. This is due to the lack of competent human resources in the field of IT for the management of the village website and the weakness of the village government in establishing the official institutional form for the management of the Village Information System and its management procedures. | en_US |
