The Fulfillment of Rights to Assistance and Access to Capital for Persons With Disabilities in Yogyakarta
Abstract
Persons with disabilities are entitled to the same rights as other citizens, including
the right to access economic opportunities, assistance, and capital. This right is part
of the respecting, protecting, and fulfilling of human rights as regulated in Law
Number 8 of 2016 concerning Persons with Disabilities, specifically in Article 57
which guarantees access to capital. This study analyzes the implementation of
assistance and access to capital for persons with disabilities in the Special Region
of Yogyakarta. The research method used is normative legal research with statutory
and conceptual approaches. The results indicate that although regulations and
capital programs are available, persons with disabilities still face barriers such as
limited access to information, low financial literacy, and limited capacity of
financial institutions to provide inclusive services. It concludes that the
implementation of assistance and access to capital in Yogyakarta has not been
optimal, requiring stronger implementing regulations, improved financial literacy,
and effective supervision of program execution.
