Evaluasi Kerusakan Jalan pada Jalur Evakuasi Umbulharjo-Wukirsari, Sleman untuk Menentukan Kinerja Pelayanan Jalan
Abstract
Yogyakarta is a city which is only about 29 Km away from the peak of Merapi volcano,
one of the most active volcanoes in this world. A large eruption destroyed some villages on the
south slopes of Merapi volcano within 9 to 10 Km on September, 2010. One thing which could
bolster the residents safety, especially whom lived near Merapi is the existence of evacuation route.
Umbulharjo-Wukirsari route is one of the evacuation routes in Cangkringan of Sleman regency
and part of Merapi eruption level 2 disaster-prone area. Some heavy loads vehicles such as gravel
truck keep passing through this evacuation route. Consequently, the road was damaged and ever
caused a traffic accident. In connection with the damaged road condition, it needs an immediate
treatment for smooth evacuation during disaster A research to determine the road quality is based
on the value of PSI (Present Serviceability Index) using straight edge tool. From the results of PSI
(Present Serviceability Index), it was planned to give additional layer (overlay) as required using
Component Analysis Method of Bina Marga (1987) in accordance with the Regulation of the
Minister of Public Works no. 13 in 2011. Based on the analysis in Table 5.7, the lowest PSI value
is at sta 0 + 300 - 0 + 400 toward Umbulharjo – Wukirsari about 1.699 which is poor. But it’s
broadly known that the pavement performance of Merapi evacuation route in Umbulharjo -
Wukirsari is still in fairly good condition with average PSI value about 2.728 (fair) for Wukirsari -
Umbulharjo direction and 2.087 (fair) for Umbulharjo – Wukirsari direction, while the PSI value
of the overall average for 2-way segment amounted to 2,407 with a fair rate. For the percentage of
PSI rate for Wukirsari - Umbulharjo direction is dominated by fair rate that is equal to 65.38%
and for Umbulharjo - Wukirsari direction is dominated by fair amounted to 42.31%, with overall
average value rating of fair obtained. The thick of additional layer (overlay) needed is calculated
based of Component Analysis Method (Bina Marga, 1987). As a benchmark for calculating the
overlay is based on the lowest PSI value that is 1,699 with poor rate on sta 0 + 300-0 + 400
toward Umbulharjo – Wukirsari as of the road conditions could be improved to good rate. From
the evaluation results was known that the structure condition of pavement layer remaining is only
45.918% left for the surface layer, 95% for base course layer, and 100% for subbase course layer.
To meet the needs for next 10 years with the LER score at 80.327 ESAL/day requires additional
pavement about 5 cm to the surface layer. The treatment process for additional layer (overlay) are
patching some potholes, unload and then filling/closing loopholes on crack, and provide an
additional layer (overlay).
