    Abstract
    The VCM plant with a capacity of 130.034 tons/year is planned to be built in 2021 in Cilegon, Banten. This plant will operate continuously for 300 days a year with a total of 301 employees. Production process consists of two stages, oxychlorination and cracking. The oxychlorination process aims to produce ethylene dichloride (EDC) from the etilen, HCl and oxygen while the latter aims to produce VCM from EDC. Conversion of the ethylene in a fixed bed reactor is 87,6% and conversion of the EDC in a plug flow reactor is 52%. The fixed bed reactor will operate in isothermal-nonadiatic system at 6 atm and 230oC. The plug flow reactor will operate in nonisothermal condition system at 5 atm. The purity of VCM and EDC product is 99.97% and 94.6%. This plant are needed 1,904,404 kg/hr of water processed in utility unit, 4,445 kW of electricity power, 71.6 m3/hr of pressed air and 1,659,443 kg/hr of fuel. Advantage of this plant before tax is Rp. 2,2 T and after tax is Rp. 550 B. The return of investment in this plant is 19,74% and the pay out time is 5 year after tax. Break event point of this plant is at 41,36% and the shut down point is at 31,87%.
