Websites as the most general media which are used for implementation of Openness Public Information(OPI) has not fully provide information which needed by the public and there is no way to measure the performance of the OPI on the website. In the development of OPI measurement tool, Law No.14 of 2008 about OPI become standard to establish variable information which have to be opened into public and which are not. To determine what kind of information are using law too as standard, It is done in order that when information measurement in web sites the information are grouped by the content. Every information must have various content and to measure it is needed parameter and determine score, in this case the author not only based in Law, but also in older research which are relevant. The development of OPI measurement has some challenge, establish the variable and type of information have to represent OPI Law. Measurement tool object validation in this research is Kabupaten Kutai Kartanegara (Kukar). Kukar has a total amount of 110 Regional Working Units (RWU), 76 of the RWU already has a web site to disseminate information. The measurement result to all active web sites in kukar, show that OPI performance is fall into the categories under enough because only two public ministry have complete information and as mandated by the law.
