dc.description.abstractPasca runtuhnya Uni Soviet pada 1991, Uni Soviet terbagi kedalam 15 negara yang mana Rusia dan Ukraina menjadi negara pecahan Uni Soviet yang seringkali bersitegang. Aneksasi Krimea dari Ukraina pada awal 2014 merupakan keputusan yang paling konsekuen selama 16 tahun kekuasaan Putin pasalnya aneksasi Krimea menjadi konflik internasional yang disorot masyarakat dunia karena dinilai sebagai pemicu sengketa Rusia Ukraina. Tulisan ini berfokus pada upaya Rusia dalam mengendalikan dan menginstrumentalisasi sumber-sumber soft power melalui instrumen agenda setting dan instrumen attraction yang dikemukakan oleh Joseph Nye Jr. Adapun instrumen agenda setting yang dilakukan Rusia seperti penggagalan agenda politik ukraina dalam penghapusan bahasa untuk menarik perhatian krimea, sedangkan instrumen attraction sendiri adalah perihal ketertarikan bagaimana Rusia melihat peluang terkait budaya, nilai nilai politik, juga kebijakan luar negerinya di Krimea sebagai strategi soft power nya pada aneksasi. Adapun metode yang digunakan adalah kualitatif dan studi literatur seperti buku, jurnal, dan artikel surat kabar sebagai sumber pertama. Kata Kunci: Soft Power, Legitimasi, Aneksasi. After the collapse of the Soviet Union in 1991, the Soviet Union was divided into 15 countries, of which Russia and Ukraine were the most contentious. The annexation of Crimea from Ukraine in early 2014 was the most consequential decision during Putin's 16 years in power because the annexation of Crimea became an international conflict that was highlighted by the world community because it was considered as a trigger for the Russia Ukraine dispute. This paper focuses on Russia's efforts to control and instrumentalise soft power sources through agenda setting instruments and attraction instruments proposed by Joseph Nye Jr. The agenda setting instruments carried out by Russia such as the failure of the Ukrainian political agenda in the elimination of language to attract the attention of Crimea, while the attraction instrument itself is about how Russia sees opportunities related to culture, political values, as well as its foreign policy in Crimea as its soft power strategy in annexation. The method used is qualitative and literature studies such as books, journals, and newspaper articles as the first source.en_US
