    Abstract
After the collapse of the Soviet Union in 1991, the Soviet Union was divided into 15 countries, of which Russia and Ukraine were the most contentious. The annexation of Crimea from Ukraine in early 2014 was the most consequential decision during Putin's 16 years in power because the annexation of Crimea became an international conflict that was highlighted by the world community because it was considered as a trigger for the Russia Ukraine dispute. This paper focuses on Russia's efforts to control and instrumentalise soft power sources through agenda setting instruments and attraction instruments proposed by Joseph Nye Jr. The agenda setting instruments carried out by Russia such as the failure of the Ukrainian political agenda in the elimination of language to attract the attention of Crimea, while the attraction instrument itself is about how Russia sees opportunities related to culture, political values, as well as its foreign policy in Crimea as its soft power strategy in annexation. The method used is qualitative and literature studies such as books, journals, and newspaper articles as the first source.
