    Abstract
    The manufacture process of ethyl chloride from ethylene and hydrogen chloride on fixed bed multi-tube reactor with condition non isothermal-non adiabatic used with zirconium oxy-chloride as a catalyses, 130-167 ºC of temperature and 28.8 atmosphere of pressure with gases of reactions. This reaction with isothermal condition then usedmineral oil as a cooled. The factory ofethyl chloride 20,000 tones per year ofcapacity will be built up in Cilegon, Banten province with around 3.8 hectares ofarea and 156 peoples as labour. This factory used by 8,897.85 tones per year ofethylene and 11,616.00 tones per year of hydrogen chloride as a main material. This process needs utility 718,432.38 tones per year of water, from rivers around Cilegon, 26,108.46 tones per year of steam grow up by boiler, and 731,808 m* per year ofpressure air. Base on analyses of economic this ethyl chloride factory has data- IDR 27,409,387,095.37 + S 13,278,455.45 offixed capital, IDR 1,608,870,566.68 + $ 4,653,020.03 ofworking capital, IDR 61,458,961,009.36 per year of profit before tax, IDR 30,729,480,504 .68 per year of profit after tax, 40.02% of Return on investment before tax (11.00% low risk and 44.00% high risk)* 20.01%, low of Return on investment after tax, 2 (two) year ofpay out time (two year, high risk andfive year risk) * and 3.33 year of pay out time after tax. 40.66% of Break even point (around 40-60%)* 21.16% of shut down point, and 24.48% of discounted cash flow. Base on that data the factory of ethyl chloridefrom ethylene and hydrogen chloride necessary to study furthermore.
