    Abstract
    This project proposes a Balkondes (Balai Ekonomi Desa) in Pacitan, East Java, aimed at strengthening the local economy while celebrating cultural identity and community life. Located in a village surrounded by nature and local traditions, the site has strong potential to become part of a wider rural tourism network. However, challenges such as limited tourism facilities, a lack of cultural spaces, and weak connections between tourism and daily village life highlight the need for a more sensitive design approach. The Balkondes integrates homestays, cultural performance spaces, and community-based commercial areas to serve both visitors and residents. The design follows a Neo- Vernacular approach that reinterprets traditional local forms and materials while meeting modern needs. Rather than creating generic tourist facilities, the design aims to be rooted in the local context—fostering community pride, inclusion, and authenticity for visitors. Buildings are planned to respect the village’s layout, use local materials, and provide open areas for cultural events and social interaction. By encouraging longer visitor stays through homestays and cultural activities, the Balkondes aims to create sustainable income, local job opportunities, and preserve the village’s living heritage. This project is envisioned not only as a tourism facility but also as a catalyst for long-term community empowerment and rural development.
