Abstract
Urban public transportation is an essential component of the city transport system that supports community mobility. As the center of economic and governmental activity, DKI Jakarta has a high demand for reliable public transportation. One of the premium services provided is the Royaltrans Bus Route 1K, which connects the residential area of Cibubur in East Jakarta to Blok M in South Jakarta through several strategic points. This study aims to evaluate the operational performance, service effectiveness, and calculate the vehicle operating cost (VOC) of Route 1K. Data collection was carried out through observation and primary surveys conducted over two days, namely Monday, March 10, 2025, and Friday, March 14, 2025. The evaluation covers aspects such as load factor, headway, speed, availability, circulation time, and passenger count based on the Decree of the Director General of Land Transportation No. 687 of 2002 and A World Bank Study, along with service effectiveness and VOC analysis. The highest number of passengers was 191. Meanwhile, on Friday, the load factor was 52%, headway 5 minutes, speed 31.6 km/h, and circulation time 1 hour and 2 minutes, with the highest number of passengers reaching 229. The average service effectiveness was 76.19% (categorized as moderately effective), with the ticketing indicator being the weakest aspect. The actual VOC was IDR 8,510.54/km.
