Accuracy and efficiency in Bill of Quantity (BOQ) calculations are crucial, yet conventional MC-0 methods often yield inaccuracies, causing revisions, delays, and cost overruns. Building Information Modeling (BIM) 3D offers an innovative solution for more precise estimations, aligning with digitalization demands. This study quantitatively compares MC-0 and BIM 3D modeling (Tekla Structures 2025) for superstructure BOQ in a Batam government project, a region with low BIM adoption. Findings reveal significant discrepancies, with 8.927% for rebar and 9.810% for concreting, totaling Rp 263,344,224.1 in BOQ differences. These impact budget, procurement, scheduling, and quality. However, BIM adoption in Indonesia still faces challenges regarding cost, human resources, and the absence of mandatory government policies. This highlights the critical need for strategic efforts to overcome these barriers, fostering wider BIM implementation to enhance project cost planning and overall construction efficiency in Indonesia. Ultimately, this research aims to provide clear evidence supporting the transition towards more integrated and technologically advanced construction management practices in the region.en_US
