    Abstract
Selecting the right type of soil is very important in building construction planning to ensure stability and adequate bearing capacity. High- plasticity (MH) silt soils can expand when wet and contract when dry, which can cause soil settlement and damage to structures above them. This research aims to determine the effect of adding cement and Rotec as stabilizing materials on shear strength parameters. The tests carried out are in the form of soil property tests and Triaxial UU (Unconsolidated Undrained) tests. The results of this research show that the test soil is categorized as elastic silt soil (silt with sand) based on the USCS classification and soil with moderate to poor properties based on the AASHTO classification. Based on UU Triaxial testing, the cohesion value (c) of the original soil was found to be 0.655 kg/cm2 with an internal friction angle (φ) of 28.080o. The largest cohesion value (c) is found in the variation of adding 1% Rotec + 1.5% cement for 14 days of curing, namely 0.811 kg/cm2 with an internal shear angle (φ) value of 32.639°. This shows that the use of cement and Rotec can increase soil shear strength parameters.
