Hot Rolled Sheet – Wearing Course (HRS-WC) has incomplete aggregate gradation fraction and the composition is dominated by fine aggregate. This causes the mixture have voids and uses a large amount of bitumen so that the mixture tends to be more flexible. The use of fly ash filler in the asphalt concrete mixture functions as cavity filler in the mixture, increasing the binding capacity of asphalt concrete thereby increasing the strength and density of the pavement mixture. This research aims to determine the comparison between HRS-WC graded and semi-graded with fly ash as filler in terms of testing Marshall characteristics and Cantabro Loss performance The method used in this research refers to the General Specifications for Bina Marga 2018 and SNI. There are four testing stages in this research, the first is testing the physical properties of the materials. The next stage is testing to determine the Optimum Asphalt Content (OAC). Then Marshall and Cantabro loss were tested. Then make an analysis and discussion based on previous tests and made conclusions. In the Marshall test when using stone ash filler or when substituted with Fly ash, similar results were obtained, semi-gap graded HRS-WC had better Marshall characteristic values than gap-graded HRS-WC. The optimum fly ash filler content obtained was 100% in both types of HRS-WC mixture gradations. In the Cantabro loss test, semi-gap graded HRS-WC had smaller wear along with increasing variations fly ash content compared to gap-graded HRS-WC. The optimum fly ash content obtained in the cantabro loss test was 100% for both types of HRS-WC mixture gradations.en_US
