    Abstract
    The pandemic due to Covid-19 has quite affected the implementation of construction projects even though the Government allows construction work to be carried out 100% with the application of strict health protocols, including construction projects in the Water Resources Sector of the Public Works and Spatial Planning Office of Kebumen Regency. The research was carried out using interview methods and literature studies to identify the efforts made by the project owner, followed by surveys and data processing. The results of the validity and reliability tests yielded all valid data (r count > r table) and reliable (cronbach's alpha > 0.6). The results of calculating the Relative Importance Index (RII) value yield a top 3 ranking of the efforts made by project owners in determining the success of construction project management during a pandemic: 1. Strive to support good information, administrative and financial systems (4.271), 2. Carry out monitoring work in the field (4,243), 3. Establish HPS (4,229). From the research it can be seen that seeking good information, administrative and financial system support is the most influential. This is in line with the restrictions on mobility and physical distancing that require the support of a good information system so that management of people, materials and methods can still be carried out even with existing limitations. The difference in the efforts made by project owners during a pandemic (2020) and when there was no pandemic (2019) is in the ranking of each effort in determining the success of construction project management.
