    Abstract
    Road is a basic infrastructure that has benefits for smooth human activities. To increase security and facilitate traffic in an effort to close the crossing of a plot of road that passes through the railway tracks, it is necessary to make a rsud wates triharjo flyover at the Triharjo - RSU road crossing in Kulon Progo Regency. The development of a safety plan as an object in this study to analyze the risks associated with work accidents, is expected to reduce the rate of work accidents that may occur.This research aims to identify hazards that can cause accidents in girder work, Assess and analyze risk levels and develop control action plans or recommendations to reduce the level of accident risk in Wates Triharjo Hospital flyover girder construction work on railroad tracks. This research also compiled a conceptual design of SMKK based on PermenPUPR No. 10 of 2021. Identification of hazards carried out in 9 jobs found as many as 27 types of hazards that can pose risks to workers, equipment, materials, the public and the environment. 8 jobs reviewed have a large and moderate level of risk. Risk assessment is carried out on work that has a large and moderate level of risk. Development of Safety Plan with Risk control action plan is carried out based on control hierarchy starting from elimination, substitution, engineering, administration and using personal protective equipment (PPE) and following applicable regulations. The results of risk control are validated by experts. The results of identification, Risk level assessment and risk control are outlined in the conceptual design of SMKK construction
