Sustainable road development plays a crucial role in strengthening the resilience and sustainability of road infrastructure, which not only supports community mobility, but also accelerates economic growth and strengthens connectivity between regions more efficiently and sustainably. Good or fair condition road (GFCR) are vital to support economic and social activities, but require continuous maintenance to prevent premature damage and high maintenance costs. This study aims to identify the main criteria that form the basis for decision- making in maintaining roads with good or fair service conditions, and to formulate strategic solutions that integrate a multi-criteria decision-making approach that integrates technical, social, economic and environmental factors. The research method involves the use of quantitative and qualitative indicators, with data analysis using descriptive statistics and consensus methods to reach agreement among stakeholders. The results of the study indicate that road conditions (0,331), traffic characteristics (0,166) and safety (0,110) are the main factors in decision-making, while stakeholder involvement (0,066) and compliance with regional spatial plans (0,083) also play an important role in determining optimal policies. This study provides important insights for planning and managing road infrastructure that supports sustainable, efficient and responsive development policies to community needs.en_US
