Infrastructure plays a key role in the success of development, yet many roads in Indonesia suffer from damage before reaching their planned lifespan. This is often caused by the combination of alternating hot and rainy weather, as well as increased traffic volume due to the rising number of motor vehicles, all of which accelerate pavement deterioration. To address these challenges, it is essential to develop road pavements that are more resilient. This study investigates the feasibility of using Glagah Beach sand as a substitute for fine aggregate in Hot Rolled Sheet (HRS) mixtures and examines its impact on characteristics Marshall, IRS, ITS, TSR, and Cantabro. The research is conducted in four stages: 1) physical testing of aggregate and asphalt materials; 2) determining the optimum asphalt content in the HRS mixture with varying Glagah Beach sand substitutions 0%, 25%, 50%, 75%, 100%; 3) conducting Marshall, IRS, ITS, TSR, and CL; and 4) analysis and conclusion based on the results. The findings reveal that Glagah Beach sand has a higher specific gravity than Clereng Sand, meaning that for the same weight, the aggregate content differs. This results in increased volumetric values with higher proportions of Glagah Beach sand. Test results show that this sand, as a fine aggregate substitute in the HRS mix, meets the required standards and can replace Clereng Sand. The addition of Glagah Beach sand, in various proportions, has been proven feasible based on the Marshall, IRS, ITS, TSR, and Cantabro tests, meeting Bina Marga specifications 2018 Revision 2.en_US
