Analisis Tarif Teman Bus Trayek K1J Berdasarkan Biaya Operasional Kendaraan, Ability To Pay, dan Willingness To Pay

Abstract

Teman Bus is developed through the Directorate General of Land Transportation to provide public transportation for Yogyakarta citizens. The fare charged for each Teman Bus Yogyakarta public passenger is Rp. 3,600.00 and students and elderly passengers are Rp. 2,000.00. The habit of using public transportation is still not in demand. so the determination of fares needs to be evaluated so as not to burden passengers and vehicle operators. Based on these problems, it is necessary to analyze the vehicle operational cost, the fare in terms of ability to pay (ATP) and willingness to pay (WIP), and get an ideal alternative fare on the Teman Bus on Route KIJ transportation. The research method is based on the Department of Transportation, Directorate General of Land Transportation, SK.687/AJ206/DRJD/2002, The data collection technique was conducted by interviews with Teman Bus operator (PT. Jogja Tugu Trans) and questionnaire survey to the Teman Bus transport passengers on weekdays and weekends. The results showed that the passenger fare based on the vehicle operational cost was Rp. 8,690.80. The fare based on ATP is Rp. 8,484.05 for general passengers and Rp. 3.889.43 for students and the elderly. The fare based on WTP is Rp. 3,525.79 for general passengers and Rp. 2.922.50 for students and the elderly. This condition is also called chotced riders. The recommended fare is based on the passenger's ATP fare of Rp. 5.500.00 for general passengers and Rp. 3,500.00 for students and elderly passengers. Another alternative is to reduce the fleet of bus transportation vehicles to increase the passenger load factor from 11.7% to 25.64% so that the passenger fare based on the vehicle operational cost is Rp. 4.345.47 and the Government provides subsidies to Teman Bus transportation service for a general fare of Rp. 745.47 and for a special rate of Rp. 2.345,47.
