    Abstract
    The construction of Provincial Roads in Gunung Kidul is motivated by the income disparity between the northern, central, and southern regions of Java. The National Tourism Strategic Area program at Candi Prambanan aims to serve the transportation of local products to potential marketing areas, providing an alternative route for the heavily trafficked tourist routes in Gunung Kidul. Improving Occupational Health and Safety (OHS) has become a top priority in creating a safe and healthy work environment for workers. Workplace accidents pose serious problems that can result in significant losses for individuals, companies, and society as a whole. Accident prevention has been a primary focus in efforts to reduce or eliminate the possibility of accidents resulting from potential hazards, thus creating a safe and healthy work environment. This study utilizes the Hazard Identification, Risk Assessment, and Determining Control analysis method. HIRADC is carried out through observation and interviews to identify hazards, assess risks, and determine hazard controls. Subsequently, verification and validation are conducted by OHS experts in the field. Based on hazard identification in flexible pavement work, 33 potential hazards were identified. The risk assessment before implementing controls found 31 risks (93.94%) at a moderate risk level, 2 risks (6.06%) at a low risk level and none of high risk level. After implementing risk controls, it was found that there were no longer any high-risk hazards, with the remaining risks reduced to 3 (9.09%) at a moderate level and 30 (90.91%) at a low level. The risk controls implemented in this study adhere to the hierarchy of risk controls, including elimination, engineering controls, administrative controls, and personal protective equipment (PPE).
