Road infrastructure is a key element in advancing civilization and governance. As an important element in the national transportation network, roads make a significant contribution in supporting the economic, social, cultural, and environmental sectors (Law No. 38 of 2004). To achieve highway construction quality in accordance with predetermined standards, the construction process must begin with careful planning and continue until the road is ready for use. Construction quality must be maintained from the beginning to the end of its use. In this study, direct observations, interviews, checklists were carried out on soil embankment work on the Yogyakarta - Bawen Toll Road Project Package 1 Section 1. Sample embankment work selected using judgmental sampling technique based on the location of the embankment which has a planned height of approximately 18 meters. In this project, quality control refers to the Regulation of the Minister of Public Works No. 04/PRT/M/2009 relating to the Quality Management System within the Department of Public Works described in the Contract Quality Plan (RMK). The results of the research obtained a level of conformity to the implementation of 78% and a level of less conformity of 22%. The results of the soil density test have met the specification requirements of 95% and the results of the DCP test obtained a CBR value that has met the specifications of 6%.en_US
