The large number of institutions located in DKI Jakarta causes high movement of people with the same movement goal, so that travel patterns tend to be uniform and trigger high traffic loads at certain times. For example, the Head Office of the Ministry of Transportation, with 5091 employees and located in the centre of Jakarta, affects the high movement of the Jabodetabek area to DKI Jakarta every day. This study identifies the appropriate Institutional-Based Transportation Demand Management (ITDM) strategy to be implemented at the Ministry of Transportation based on employee travel requests, existing internal service systems, and employee perceptions and preferences. The analysis results show a gap between the existing internal service system and employee travel needs so that various ITDM strategies are obtained to meet travel demand, travel time, and other employee travel needs.en_US
