    Abstract
    Occupational Safety and Health Management System (OSHMS) is mandated in Government Regulation 50/2012. For construction sector, OSHMS has been regulated by Ministry of Public Works and Housing Regulation 21/2019 about Construction Safety Management System (SMKK). This serves as guidelines for all construction projects, large to small. However, the implementation of safety management system in construction sector by small contractors is still low. This study provides an overview of the implementation of SMKK in small contractors and identifies the obstacle and effort to implement SMKK for investigated readiness implementation of SMKK for small contractors in Kebumen City. A questionnaire instrument containing 84 indicators implementation SMKK from 5 elements Construction Safety Management System that referring to Ministry of Public Works and Housing Regulation 21,2019. A questionnaire instrument was distributed to 30 small contractors and 14 owners. The research result presented that implementation of SMKK by small contractors in Kebumen City was still not ready with the score under 50%. The obstacles in implementation of SMKK by small constructions are lack of knowledge, low competent human resources, and low safety culture. The efforts that have been made are administrative compliance and familiarize workers with Occupational Safety and Health (OSH) discipline. The effort that has been made by the owner are to ensure that the small contractors qualified the administrative requirements, supervises and monitors the use of personal protective equipment.
