The Concerns about the threat of terrorism are the reason for China in implementing anti-terrorism policies in areas that are vulnerable to extremist ideology. China classifies three things that they must prevent to maintain the stability of the country, namely, The Three Evil Forces, extremism, separatism and terrorism. The government prohibits religious and cultural practices which are considered to trigger extremist ideologies in Xinjiang. The strict regulation in Xinjiang has caused many Uyghur Muslims to try to escape abroad to seek protection. Xi Jinping at the beginning of his government in 2014 also carried out a Strike Hard Campaign which included the implementation of regulation on de-extremization such as the establishment of educational camps. This thesis will use the conceptual basis of the Transnational Advocacy Network to analyze the role of the World Uyghur Congress (WUC) in overcoming the issue of discrimination against ethnic Uyghur Muslims in Xinjiang. Through conferences, dialogues and workshops, the WUC has played a significant role in spreading global awareness and training skilled human rights defenders. But on the other hand, the status of WUC as a non-governmental organization and their advocacy network is still not strong enough to urge China to stop any actions that discriminate against ethnic Uyghur Muslims.en_US
