Business activites are always oriented to profitets, as well as housing business. The success of the project implementation is seen from project performance, thus also in the implementation of housing project, performance project becomes measuring rod the success of the implementationof housing project. The project performance of housing project consists of some performance aspects such as : cost performance, quality performance, time performance, safety and health work performance, interpersonal communication performance, and consumer satisfaction performance. There are three housing project implementation systems in Yogyakarta. They are self management system, work contracted system, and total contracted system. The aims of this research are to examine the developers’ opinion in Yogyakarta in giving priority: quality performance, time performance, safety and health work performance, interpersonal communication performance, and consumer satisfaction performance, to understand the priority of the project implementation system which are self management system, work contracted system, and total contracted system at each aspect of quality performance, time performance, safety and health work performance, interpersonal communication performance, and consumer satisfaction performance, and to understand the priority of the project implementation systems such as self management system, work contracted system, and total contracted system in the whole. This study explore the perception of housing project developers to determine priority project performance and project implemention of system priorites, population housing developers listed in in the Special Region Yogyakarta REI members of 32 housing developers, respondent determined by using purposive sampling to select respondents experts from five housing project developers as many as five (5) people. Excavation reseach data using a from of project performance comparisons between system variabels of the project and then analyzed to obtain the order of priority. Analysis of the data appropriate of determine the priority is the analytical hierarchy process (AHP). The result of this research shows that in the implementation of housing project the developers in Yogyakarta prioritised in succession on quality performance aspect of 29,20%, cost performance of 18,30%, time performance of 16,90%, safety and health work performance of 14,35%, consumer satisfaction performance of 11,00%, and interpersonal communication performance of 10,30% it means that housing project the developers more priority to quality performance, cost performance, and time performance compared to the performance of other projects. Based on the whole project management aspect, the priority of the implementation of housing project, in their opinion, can be made in priority order: The first priority is self management implementation system of 40,30%, the second priority is total contracted system of 30,50%, and third priority is work contracted system of 29,20% that is viewed from the aspect of project performance housing project the developers in Yogyakarta prefer self management implementation system to implement housing project compared to other systems implementation, .
